A Legacy of Beauty Education Since 1955

The story of Fredrick and Charles Beauty College begins with Charles Partone, whose passion for the beauty industry grew into a lasting legacy of education.

Born in 1927, Charles was the youngest of eight siblings and grew up in Hillsboro, Texas. At just 14 years old, he left Texas and moved to Vallejo, California, in 1941. There, he began building the foundation of what would become a lifelong career in the beauty industry.

Charles earned his cosmetology license at age 19 and quickly established himself as a talented stylist. By age 21, he had earned recognition as one of the Top 20 Stylists in San Francisco. His experience as a stylist and business owner inspired him to create opportunities for others to enter the profession he loved.

In 1955, Charles Partone opened the doors to Fredrick and Charles Beauty College, beginning a legacy of beauty education that would continue for generations. The college provided students with opportunities to learn the profession through education and hands-on experience.

Continuing the Legacy

In August 1982, Jeanie Scott joined Fredrick and Charles as a receptionist. Over the years, her responsibilities expanded to include financial aid and administration. Under Charles Partone's mentorship, Jeanie learned the business firsthand and developed a deep understanding of what it takes to operate a successful beauty college.

When the esthetics program was introduced, Jeanie became one of its pilot students in 2000. Experiencing the program firsthand gave her a new perspective on the student journey and the dedication required to succeed in the industry.

In May 2002, Jeanie took ownership of the college, carrying forward the legacy Charles had built. She later enrolled in the cosmetology program in June 2005, expanding her firsthand experience in another area of the profession.

Jeanie's commitment to the school led her back into the classroom in a new role. In 2008, she earned her teaching credential, bringing together the business knowledge, industry experience, and education she had gained throughout her years with Fredrick and Charles.

From her first days answering the front desk to leading the college, Jeanie's path has been one of growth, dedication, and continual learning. She continues to carry that legacy forward for the students who walk through the doors today.

More than seven decades of education, experience, and opportunity—and a legacy that continues with every student.
